As of Wednesday, January 18, 2023, the US National Highway Traffic Safety Administration (“NHTSA”), a division of the US Department of Transportation, has posted a total of nineteen (19) vehicle, tire, accessory or other automotive-related product recalls this month. Among the nineteen (19) recalls the NHTSA has announced in January comes news of the following:
JD E-Commerce America Limited (“Joybuy Express”), an Irvine, California establishment has recalled all current Marainbow Portable Infant Safe Seats and materially similar Children’s Car Seats marketed, sold and delivered in the United States.
Recall Category: Equipment, Child Seat – Child Seat may be improperly installed in apparent contravention of US FMVSS 213
NHTSA Safety Notification 22C008000 reports the Installation Labels display incorrect instructions. The Child Seat’s design also prohibits it from being installed properly. As such, these Child Seats fail to comply with the requirements of US Federal Motor Vehicle Safety Standard number 213, “Child Restraint Systems”.
According to the NHTSA, the Child Seat may be improperly installed, increasing the risk of injury in a crash, motor vehicle collision (“MVC”) or other impact event with consequential serious injury and/or life-changing results.

Proposed Remedy:
Joybuy Express will provide a refund to purchasers. The manufacturer has not yet provided a schedule for recall notification. Owners may contact Joybuy Express’ Customer Service toll-free at +1-302-426-4543 during normal business hours, Monday to Friday, Pacific Standard Time (“PST”) for more information or by e-mail at overseas-service@jd.com. This recall expands and replaces NHTSA recall number 22C-007.
