EU issues 41 Product, Toy & Vehicle Recalls

Among the 41 recalls the European Union has announced in its third report of April 2019, the following recall notification was made:

Palm branded Water Sports Helmet

Palm branded Water Sports Helmets, sold with a model type of AP2000, manufactured in 2014, a production code of CH004 but with no listed item number nor barcode/EAN.

The type of hazards presented in these recalled Water Sports Helmets include the suspected failure to provide sufficient protection against injury in the event of an impact or submersion incident and consequential risk of head strike. Due to these defects, the wearer could suffer head injuries in the event of an impact against a hard surface when undertaking various sporting activities.

In the event of impact to the Helmet, for example as a result of rock strike, the incident energy may be insufficiently absorbed by the Helmet’s outer protective shell and internal components to prevent brain-damage producing Concussion, loss of Consciousness and/or Coma. In addition, the recalled Helmets may be insufficiently structurally stable for the activity indicated such that impacts of rocks may cause the Helmet to be perforated, possibly resulting in serious head injury, laceration and/or death.

Due to these defects and their associated risks, these Palm branded Water Sports Helmet products do not comply with the requirements of the Personal Protective Equipment Directive (since 21/04/2018 repealed by the Personal Protective Equipment Regulation) and the relevant European standard EN 1385 requirements.

Consequently, a recall of these products from end users and a formal withdrawal of the product from the European marketplace has been ordered.
