EU issues 29 Product, Toy & Vehicle Recalls

Among the 29 recalls the European Union has announced in its second report of November 2018, the following recall notification was made:

Caro White branded Lightening OilCaro White branded Lightening Oil, sold with an unknown expiry date, no listed item number, a batch number of 13/1975B but with no listed barcode/EAN.

The type of hazard presented in these recalled Cosmetics include Hydroquinone in maximum concentrations of 2%). Among other potential uses, Hydroquinone is used in this preparation as a skin-bleaching (or “lightening”) ingredient. Concentrations at this level in over the counter (“OTC”) skin products are banned in the European Community due to potential side effects including Exogenous Pchronosis, a reflexive darkening of the skin.

Specifically, if used as intended on skin, it could cause serious skin irritation and/or Dermatitis. As a consequence, these defects could cause serious infection or skin damage.

These Caro White branded Lightening Oil products, therefore, do not comply with the requirements of Europe’s Cosmetic Products Regulation in that they pose serious health and/or safety hazards to those who use them. Consequently, it has been ordered withdrawn from the European marketplace.
